Client Overview
The client is a government-linked organisation in Singapore focused on adult learning, career mobility, and workforce development. Operating within a broader statutory framework, the team is responsible for designing and delivering programmes that help individuals and organisations thrive in a changing economy. The engagement was commissioned for the organisation’s core leadership team.
The Challenge
Despite strong internal trust and a genuine commitment to collaboration, the leadership team faced real difficulties in driving change, prioritising initiatives, and building effective external relationships within a complex statutory framework. Previous efforts to address these gaps had not landed as intended — the team needed a structured intervention that would surface individual strengths, clarify collective purpose, and align leadership approaches around concrete ways of working.
Our Approach
We designed and facilitated two interconnected workshops across two days — the first building self-awareness and surfacing team dynamics through CliftonStrengths, the second translating those insights into strategic clarity, priorities, and individual commitments.
CliftonStrengths Team Grid (Day 1)
The team mapped their collective strengths, growth areas, and obstacles to understand how individual and group behaviours shape collaboration and outcomes — recognising strong service orientation and trust as assets, and surfacing external relationships, clarity, and time management as areas for development.
7 Dimensions of Leadership Self-Assessment (Day 1)
Leaders completed a structured self-assessment of their leadership capabilities, opening honest conversations around decision-making, organisational dynamics, and the challenges of navigating autonomy within a broader institutional framework.
Purpose Alignment & Strategic Prioritisation (Day 2)
Using the 1-2-4-All facilitation method, the team co-created a shared organisational purpose as a clear anchor for decision-making. They then applied the ERRC (Eliminate, Reduce, Raise, Create) framework to evaluate existing and proposed activities — identifying what to stop, scale back, strengthen, and build in pursuit of that purpose.
Terms of Engagement, Commitments & Roadmap (Day 2)
The team established seven agreed Terms of Engagement around clarity, advocacy, trust, and driving change — with each leader making explicit individual commitments. The workshop closed with a phased roadmap translating all insights into immediate, medium-term, and long-term priorities.
Result & Impact
Shared Organisational Purpose
The leadership team aligned on a single, clearly articulated purpose statement that unified different perspectives and gave the team a consistent anchor for strategic decisions and stakeholder conversations going forward.
Strategic Clarity & Prioritisation
The ERRC exercise surfaced misaligned perceptions and inefficiencies, while reinforcing focus areas including partnerships, brand differentiation, programme quality, and purposeful innovation — giving the team a clearer and more unified view of where to direct energy.
Agreed Ways of Working
Seven Terms of Engagement and a set of individual leader commitments translated workshop insights into concrete behavioural expectations — strengthening accountability and creating a shared foundation for how the leadership team operates day to day.
A Phased Leadership Roadmap
The team left with a structured, time-phased roadmap covering immediate actions, medium-term initiatives, and long-term aspirations — ensuring the momentum from the two days translated into clear next steps rather than fading after the session.
